Bihar, first state to implement REGS: Nitish

Patna, Nov 24 (UNI) Bihar Chief Minister Nitish Kumar today said Bihar is the first state to implement Rural Employment Gurantee Scheme (REGS) in 15 districts, where the central rural employment gurantee scheme had not been implemented.

Releasing his government's report card, recording the achievments in various sectors in the past one year, Mr Kumar said, '' The metamorphosis of the state and overhauling of basic infrastructure and state machineries has been noteworthy.'' The major achievements of the state government also include according fifty percent reservation for women in all posts in the panchayat, he added.

The report card also mentioned that the state has launched ''Chief Minister's Rural Roads and Culverts construction scheme'' to connect with all weather roads and all habitation with population between 500-999.

The government was also providing subsidy of Rs 10 on purchase of a litre of diesel to drought-hit farmers, Mr Kumar said in the report card.

The state raised State Auxillary Police (SAP) comprising 4949 former armymen for improving the law and order situation, it said, adding an integrated education development programme under ''Mukhya Mantri Samagra Vidyalaya Vikas Yojna'' was launched and Common School System Commission formed.

''For better governance, Bihar constituted Administrative Reforms Commission. Provision of Gram Kutchery and Nyaya Mitra have been made to provide justice at the rural level,'' Mr Kumar said in the report card.

A task force comprising ex-CBI officials had been formed to check corruption.

Mr Kumar said in the report card that Bihar State Beverage Corporation has been formed to enhance excise revenue and curt liquor mafias.

''Decision for establishing Nalanda Open University, to revive the glorious history was taken. Chanakya Law University was set up to provide five-year-degree course,'' the report said.

Chief Minister's Medical Relief Fund was raised to provide financial assistance to the patients having an annual income of Rs one lakh.

Chief Minister's Horticulture Mission was introduced in 19 districts where National Horiticulture Mission was not implemented, the report card mentioned.

Kisan Samman Yojana to honour state farmers were some of the marked achievements of the government mentioned in the report card.
