UN climate talks agree study Russian proposal
NAIROBI, Nov 18: Environment ministers at UN climate talks agreed today to more study of a plan by Russia to let countries outside the Kyoto Protocol take on voluntary commitments to cut greenhouse gases.
A text noted that it had not been possible to consider the proposal, first made last year, at November. 6-17 climate talks in Nairobi and set up a May 2007 workshop for talks.
The decision to put off the debate overcame the main outstanding sticking point at the talks, focused on expanding the Kyoto Protocol beyond 2012 and aiding Africa.
