Commission implicates King Gyanendra: Report

Kathmandu, Nov 15: The High Level Probe Commission has implicated King Gyanendra in the atrocities committed during the April movement alongwith the embezzlement of state resources, media reports here today said.

The king, then Chairman of the Council of Ministers, should take the responsibility for the atrocities committed during the movement, Kantipur quoted a Commission member as saying.

However, the commission, in its probe report to be submitted on November 17, hasn't recommended any action against the king, it said.

''Since he is still the head of state it is difficult practically to recommend action against the king,'' the source said.

''But the final report will clearly mention the king as being responsible for the atrocities'' he added.

The five-member commission led by former justice of the Supreme Court Krishna Jung Rayamajhi, has also recommended strong action, including criminal charges and charges of embezzlement of state funds against key figures in the royal regime, the report said.

The source said the commission has charged Kamal Thapa, then home minister with murder.

''Mr Thapa was found provoking security personnel in killing pro-democracy activists,'' it said.

''He has been held responsible mainly for the killings in Dang and Kailai districts, where people said security personnel opened fire under his direct order'', the commission further added.

Similarly, the commission has recommended corruption charges against former vice-chairmen Dr Tulsi Giri and Kirti Nidhi Bista and ministers Tanka Dhakal, Sris Shumshere Rana and Badri Mandal.

''The commission is still working on the types of action to be recommended for the guilty persons,'' the source said.

''The commission will definitely recommend strong action, on charges ranging from murder to corruption, against the chiefs of the security wings. But the commission is yet to reach a conclusion regarding the kind of recommendation against the various security chiefs,'' it said.

The commission was formed after the success of the movement against the King in May and has interrogated 296 persons. At least 21 people including an Indian were killed and over 5,000 were injured during the anti-king demonstrations.
