DDA VC to be summoned, if policy not framed: HC

New Delhi, Nov 10 (UNI) The Delhi High Court today said the Vice Chairman of the Delhi Development Authority(DDA), the land owning agency, would be summoned if a policy was not framed to relocate the wholesale market in the walled city to the periphery to decongest the capital city.

A division bench of acting Chief Justice Vijender Jain and Justice R S Sodhi said despite an order to this effect was passed on May 28, 2004, the Delhi Government and Delhi Development Authority (DDA) did not initiate any action.

''There was no policy to this effect by the state government in two years. On the one hand the Government plans to have a modern city in the capital, on the other hand, it did not come out with a clear policy to decongest the city,'' said the bench while hearing Hem Nalini Mehra case.

Adjourning the matter till December 1, the court asked the authorities to bring out a policy to rehabilitate the wholesale market on the outskirts of Delhi where the trucks would come for loading and onloading of goods without polluting the city atmosphere.

''We were told the DDA had allotted some land for the relocation of the wholesale paper market, but the entire wholesale market should be shifted to the periphery so as to save the city from environmental hazards.'' If the market was shifted to the periphery, there would be no revenue loss to the government, the court said.
