'Reorg of states needed for fair administration'

Nagpur, Nov 5: For political and administrative advancement and to reduce the government's expenditure, fresh reorganisation of the states and a constitutional provision to review their structure is required every 30 years, Rashtriya Swayamsevak Sangh (RSS) ideologue M G Vaidya said.

Since the existing structure of states defied logic the government must lay down a criterion, for a region to become a state, with a provision in the constitution for its revision, Mr Vaidya said in his weekly column in the RSS mouthpiece 'Tarun Bharat' here today. The population of a state must not be more than 30 million and not less than 50 lakh, while small states with populations below 50 lakh could have the option of merging with an adjoining larger state or become a union territory, he said.

One state must have one language, but several states could also have one language, he said, adding the government should hold a plebiscite to decide state boundaries, voting should be made compulsory. A five-member commission be formed for a fresh reorganisation of states, to deal with the issues of Telangana, Vidarbha and Saurashtra, he suggested.
