Assembly adjourned after 10 min of functioning; Balli expelled

New Delhi, Nov 2 (UNI) The Delhi Assembly was today adjourned for the day after ten minutes of functioning when ruling party legislators demanded time for the 'Phool Walon Ki Sair' -- traditional festival symbolising communal harmony.

Earlier, BJP's Harcharan Singh Balli was expelled for three days from the house after he sought an 'explanation' from the government on the Lt Governor B C Joshi's request seeking para-military forces for the sealing operation in the Capital.

The BJP MLAs, under the stewardship of leader of Opposition Jagdish Mukhi, later sat on a 'dharna' under the Gandhi statue in the Assembly lawns demanding resignation of Chief Minister Sheila Dikshit.

During the 'working time,' Industries Minister Mangat Ram Singhal laid before the House notification on the payment of Gratuity Act exempting employees of the BSES along with other notices.

Proposals were also put forth on The Delhi Tibbia College (Takeover - Amendment) Bill 2006, The Delhi Cooperative Societies (Amendment) Bill 2006, The Members of Legislative Assembly of the National Capital Territory of Delhi (Salaries and Allowances - Amendment) Bill 2006 and The Delhi Commission for Safai Karamcharis Bill 2006.
