New Delhi, Oct 14 (UNI) Family members of Inspector Devender Manchanda, who committed suicide yesterday holding his seniors responsible for the 'extreme step', were today refused filing of a complaint in the case at the Mukherjee Nagar police station in North-West Delhi.

The family which was demanding, in their complaint, that an FIR be registered in the case, was denied access to filing the complaint with the officials at the police station refusing to entertain the plea.

According to Anil Manchanda, brother of the deceased, an official said unless he got his seniors' permission, he could do nothing.

The SHO had sneaked out of the police station on hearing that the Manchanda family was coming to file the complaint, said sources.

The son of deceased Devender, his daughter, father, son-in-law and several of his relatives had gone to the police station to file the complaint at about 1400 hrs, sources added.

Meanwhile, a senior police officer said the complaint made by his son has been accepted and is with the police.

''The complaint said that a case against Police Commissioner K K Paul be registered for abetting suicide.'' Despite him (Devender) not being guilty, he was kept under suspension for two years which drove him to suicide, the complaint added.

In another move, the Delhi Police today clarified on reports in a section of the press on the allegations made against it regarding the suicide of an Inspector yesterday.

In a statement issued today, Delhi Police spokesman Dependra Pathak said Inspector Devender Manchanda had been under suspension since 2004 for dereliction of duty and misconduct.

He was facing a departmental inquiry and his appeal to the Central Administrative Tribunal and the High Court for relief had been found ''without merit.'' All steps taken in the matter were based on routine administrative institutionalised procedures of the Delhi Police and in line with its high standards of probity in public life, it added.

Manchanda was found dead near Gopal Das Towers in Connaught Place's outer circle yesterday. He had committed suicide and blamed his seniors for his extreme step.
