Cong demands dissolution of K'taka Assembly

Belgaum, Sep 28: Charging the Karnataka Government with not releasing any funds to mitigate the woes of flood and drought-hit people, Congress member Basavaraj Rayareddy today demanded on the floor of the Assembly that the Government dissolve the House, paving the way for the imposition of President's rule.

Participating in a discussion under Rule 69 over drought and floods in the State, he said whatever amount spent on taking up relief works was only from the grants released by the Centre. No funds have been released from the State's kitty, despite the Government claiming that its financial position was sound.

Demanding that the State Government tender its resignation, owning moral responsibility for its failure, the ex-Minister said he would resign as MLA if the Government disproved his charge.

Mr Rayareddy said the Centre had released Rs 458 crore to the State, including Rs 112 crore worth of foodgrains, to take up relief works and the State Government had released Rs 343 crore, including Rs 60 crore for rehabilitating the flood-prone villages in Northern Karnataka. The lax in implementing rehabilitation works on a war footing had resulted in exodus of farmers and farm labourers from the affected areas in Northern Karnataka, he claimed.

Opposition Congress member and former Minister Prakash B Hukkeri charged that while the previous Government had released Rs 154 crore to the flood-ravaged Belgaum district in 2004-05, the present dispensation still had not released any amount despite over 28 villages in Athani, Raibag, Chikkodi and Hukkeri taluks getting submerged in flood water and lakhs of people getting displaced.

He brought to the notice of the House that over Rs 48 crore was not paid to sugarcane growers in four taluks for supplying sugarcane to seven cooperative sugar factories and urged the State Government to take measures to pay the arrears, besides increasing the procurement price for sugarcane from Rs 1,200 per tonne to Rs 1,600.
