TRAI for setting up National board for frequency allocation
New Delhi, Sep 27 (UNI) The TRAI Chairman Nirpendra Mishra today said to ensure availability of additional spectrum, its efficient utilisation, planning and effective monitoring of a National Frequency Management Board (NFMB) should be constituted.
Mr Mishra said considering the growth and development of wireless technologies and services, a long-term view on overall spectrum management policy including the organisational structure for spectrum management is necessary.
A specialised division to study spectrum related issues considering future developments of wireless technology and applications will be located in TRAI and assist NFMB.
He said the revenue estimated from the base price not accounting for final auction bid is around Rs 1500 crores for 3G and Broadband Wireless Services (BWA).
Mr Mishra said if operators do not achieve roll out obligations, they should be given one year to fulfill their roll out obligations.
After this time the operators should be fined a spectrum hoarding cess of 2.5 per cent of their winning auction by -- their spectrum acquisition price per quarter in the next year.
If the operators do not complete their roll out obligations within this one year, their spectrum assignments should be cancelled and the spectrum be re-allocated to a new operator.
