New Delhi, Sep 27: India today made it clear that the proposed anti-terrorism institutional mechanism with Pakistan, agreed to in Havana during the recent NAM Summit, is mandated to identify and implement conter-terrorism initiatives and investigations and address all forms of terrorism.

The External Affairs Ministry said here that there was no doubt in India's mind as to what constitutes terrorism.

''The anti-terrorism institutional mechanism agreed to between India and Pakistan in Havana is clearly mandated by the September 16 Joint Statement to identify and implement counter-terrorism initiatives and investigations. There is no doubt in our minds as to what constitutes terrorism and it is clear that the group is mandated to address all forms of terrorism,'' an External Affairs Ministry spokesman said in a brief statement.

The spokesman was responding to questions regarding media reports and statements on the scope of the proposed India-Pakistan anti-terrorism institutional mechanism.
