Rayareddi to move privilege motion on CM
Bangalore, Sept 22: Former Karnataka Minister and Senior Congress leader Basavaraj Rayareddi will move a privilege motion against the JDS-BJP coalition government in the state, during the special session of the Legislature beginning in Belgaum from September 25.
Talking to newsmen here, he alleged that the Session was convened in violation of the constitution. No proper notification was issued and the venue of Assembly and Council sessions was not notified as per rule.
He said that he would move privilege motion against Chief Minister H D Kumaraswamy, Minister for Law and Parliamentary Affairs M P Prakash, Belgaum District Deputy Commissioner.
"The agenda for the session is not announced. When there is no Agenda how will a legislator know the subject and prepare to speak on it. Moreover, when there is elected Speaker and Deputy Speaker, how come a Deputy Commissioner who has no right to invite Legislators to the Session, has sent the invitation", he asked.
Mr Reddy said that the Belgaum District Deputy Commissioner inviting the legislators to the Session was against Article 180 of the constitution, under which only Speaker or Deputy Speaker were authorised to extend invitation through the Legislature Secretary.
Replying to a question, he said that he fully supported the Statewide Bandh on October four in protest against the centre's decision to withdraw affidavit it filed earlier on border row between Karnataka and Maharashtra.
