Mizoram govt draws parameters to orphanages homes

Aizawl, Sep 17 (UNI) Board of Control for Supervision and Control of Homes, under the Social Welfare department in Mizoram has asked the orphanages and charitable homes of the state to maintain minimum service standard following allegation of violation of Home norms.

Talking to newsmen here today, Board Chairman D Thangliana said, since monitoring of these Homes is still a very new concept in the state, the Board desperately needed to strictly follow the set of guidelines.

He said the board had conducted a study and found most of the children in these Homes come from immigrant families from Myanmar with children of Brus and Chakma tribals occupying second and third slots.

'' Most of the children in homes are those coming from broken families or those whose father or mother have died. There are also children who are kept in homes because of abject poverty, '' Mr Thangliana stated.

He said the Board had drawn up minimum standards required for the homes, according to Government of India guideline, not being followed in the state.

Most charitable Homes and orphanages had been set up by people to do charitable works, but the organisations of most Homes were in very bad condition and these homes operate on the basis of whatever funds they could procure, he added.

As a result, there are some Homes, not suitable at all as orphanages or charitable institutions but leniency had to be exercised at present as lack of funds and other problems have prevented these homes from upgrading themselves to the desired level of the Board of Control of Homes.

'' If the required standard is not maintained properly in due time, we will be forced to cancel the licences, '' Mr Thangliana said.

At present, the board had given licences to 25 charitable Homes and institutions with about a thousand of children, he stated.
