Jammu, Sep 12 (UNI) Jammu and Kashmir Chief Minister Ghulam Nabi Azad today instructed the District Development Commissioners (DDCs) and Additional District Development Commissioners (ADDCs) of Jammu division to work in close coordination while monitoring the development works.

Mr Azad also warned them that they will be held responsible if works are not completed in planned period.

''In order to strictly enforce implementation and execution of works in the districts, DDCs and ADDCs are empowered to take on-the-spot action against the erring officials not withstanding their seniority level,'' he said while addressing a high level meeting here.

The chief minister also advised the DDCs and ADDCs to ensure that no officer of the district, tehsil or block leaves the district without permission of the concerned DDC.

In order to strengthen functioning in the district, he also authorised them to transfer any revenue officer from patwari to tehsildar in their respective districts without seeking any approval from administrative department.

When it was brought to his notice that in various cases, despite the availability of adequate funds and passing of tenders, some contractors have not come forward to execute the works, Mr Azad directed the list of such contractors be submitted so that they can be blacklisted.

He also advised that locally available material and manpower be utilised for executing the works.

The meeting was attended by Minister for Health and Medical Education Mangat Ram Sharma, Minister for RB Gulchain Singh Charak, Chief Secretary C Phunsog, Principal Secretary to Chief Minister Anil Goswami, various commissioner/secretaries, divisional commissioner of Jammu and other senior officers.
