Teachers Who Cannot Be Transferred: HRD MoS
New Delhi, Aug 7 (UNI) Law is proposed to provide for schools in States appointing teachers who cannot be transferred elsewhere, Parliament was told today.
In a written reply, Minister of State for Human Resource Development D Purandeswari told the Rajya Sabha that the provision was part of a Model Right to Education Bill 2006.
The Bill has been drafted in pursuance of the 86th Constitutional amendment for free and compulsory schooling of India 6-to-14-year-olds.
It provides that teachers be appointed for specific schools-- with specified exceptions-- in States by government-notified authorities and ''not be transferred therefrom.'' She was answering nominated Member Shobhana Bhartia who inquired whether the government concerned over teachers' absenteeism has decided to switch to a school-based cadre system of appointment.
