''No one has the intention of building a wall.'' -- East German leader Walter Ulbricht, speaking in June 1961, two months before ordering the construction of the Berlin Wall. Ulbricht, who helped establish a socialist state in the Soviet-occupied half of Germany, died on Aug. 1, 1973.
