CPI(M) condemns adoption of budget without discussion
Bangalore, July 20 (UNI) The Communist Part of India (Marxist) today termed as ''anti-legislature action'' the passing of the Rs 45,099 crore Appropriation Bill by the JD(S)-BJP coalition Government in Karnataka without any discussion.
In a release here, CPI(M) Secretary G N Nagaraj said detailed discussions used to take place in the Assembly annually on the expenditure to be incurred by each and every department, establishing the constitutional framework of the Legislature having control over the administration. Due to time constraints, detailed discussion on some of the departments were avoided some times.
However, adoption of the Appropriation Bill without any discussion was a black spot in the history of the Legislature, he opined, holding the ruling parties responsible for not discussing the budget on the floor of the House and accusing the Congress of not playing the role of an effective Opposition.
