Roy admits to 'outside' hand in serial blasts

Mumbai, July 11 (UNI) Mumbai Police Commissioner A N Roy today, without pin-pointing blame on any particular terror outfit, admitted that an ''outside'' hand might be behind the serial blasts which rocked the city's Western suburban rail network.

Mr Roy said these people have taken help from the locals and were trying to destabilise the social fabric of the city.

He also appealed to the citizens not to fall prey to rumours and maintain peace and law and order.
