Car parking; CMDA member secretary submits counter in HC
Chennai, Jul 10 (UNI) The Chennai Metropolitan Development Authority (CMDA) has initiated action against some of the buildings which were constructed in violation of the rules, prior to the representation of the petitioner, CMDA member secretary in his counter filed before the Madras High Court submitted today.
The member secretary filed his counter to the petition filed by Traffic Ramasamy, seeking to take action against the multi-storyed shopping complex, which were constructed without car parking from Panagal Park to T.Nagar bus stand.
The bench comprising Chief Justice A P Shah and Mr Justice D Murugesan, before whom the counter was filed, adjourned further hearing to July 17.
In his counter, the member secretary submitted that the CMDA has initiated action against these constructions by issuing notice pertaining to Calling for approved plan, stop work and demolition under section 56 and 57 of the Tamil Nadu Town and Country Planning Act.
Some of the building owners have submitted their applications under Regularisation Scheme framed under section 113-A of Tamil Nadu Town and Country Planning Act and paid the regularisation fee.
Whereever the planning permissions are refused, those applicants have preferred an appeal to the Government/the appellate authority and the same was pending with the appellate authority/government.
Therefore, notices issued shall not have any effect pending final determination or withdrawal of the application, the member secretary said.
The CMDA has conducted a Comprehensive Study on Parking Requirements for Chennai Metropolitan Area to formulate a parking policy and to evolve appropriate parking strategies. The study was conducted involving agencies concered. The recommendations resulting from the study have been taken into account in the prepartion of the draft second master plan and the revised parking standards included in its development and regulations.
For multi-level parking facilities six sites have been identified in Broadway, MUC ground, T.Nagar and Anna Salai. A government of India enterprise has been engaged to prepare a detailed feasiblity report and detailed project report, which are under progress. These multi-level parking schemes will be considered for implementation after the detailed project report was made ready and after getting the approval of the government. Once it comes up, the traffic congestion on the roads in these areas will reduce considerably, he added.
