Srinagar, June 29 (UNI) The CBI today arrested a senior Indian Administrative Officer (IAS) from Jammu and Kashmir and a manager of a hotel in connection with the sex racket case which has rocked the Valley during past few months.

The CBI said it arrested Mohammad Iqbal Khanday, the Principal Secretary in the Planning and Development Department of the Jammu and Kashmir government from here this evening.

Khanday is an IAS officer of 1978 batch and had served on several top posts, including as the Principal Secretary to former Jammu and Kashmir Chief Minister Mufti Mohammad Sayeed. Khanday is the first person from Kashmir to have qualified in the civil services examination.

He had earlier in the day attended the Cabinet-cum-Anantnag District Development Board meeting, chaired by Chief Minister Ghulam Nabi Azad, at the Sher-i-Kashmir International Convention Centre (SKICC) here.

The CBI also arrested Riyaz Kawa, the Manager of Naaz Hotel here, from the Jammu airport, in connection with the sex racket case in which several top politicians and government officials are under the police scanner.

Both were arrested under the Immoral Traffic (Prevention) Act.

The arrests come a day ahead of the hearing of the case by the Jammu and Kashmir High Court and ten days after the CBI had arrested former Jammu and Kashmir ministers and sitting legislators Ghulam Ahmed Mir and Raman Mattoo.

Mir, a former Minister of State for Roads and Buildings and a Congress legislator from Dooru in Anantnag district, was arrested by the CBI from the Jammu and Kashmir House at Chanakyapuri in New Delhi on June 20.

Mattoo, a former Minister of State for Industries and Commerce and an independent legislator from Habba Kadal in Srinagar, was also arrested by the CBI from his residence at Gupkar here on June 20.

DIG BSF K C Padhi had surrendered before the CBI here on June 7 while former state Additional Advocate General Anil Sethi, who had been evading arrest since a proclamation notice was issued against him on June 14 by CJM following a request by the investigating agency, also surrendered in a local court at Jammu on June 21.
