Trying To 'Expeditiously' Fill HC Vacancies: L

New Delhi, Jun 28 (UNI) The Law and Justice Ministry today said ''the Centre has been trying to fill in the vacancies in 21 High Courts expeditiously.'' With more than 100 vacancies plaguing higher echelons of a judiciary already weighed down by huge pendency, a parliamentary panel recently called for a public debate to find a way to appoint judges instead of letting ''judiciary alone'' pick them.

''Time has come when the issue has... to be debated in the public domain,'' the Parliamentary Standing Committee on Personnel, Public Grievances and Law and Justice stressed.

The suggestion by the Committee headed by EM Sudarsana Natchiappan came in its latest Report on the Law and Justice Ministry's 2006-07 Demands for Grants.

It asked the government ''to come forward with a concrete alternative, addressing the issue of appointment of Judges of the higher judiciary by evolving a suitable mechanism through the Executive decision with judicial scrutiny, instead of allowing the judiciary alone to choose the judges.'' The government remarks came as part of a statement on pending court cases, estimating the arrears in subordinate courts at 22 million, in 21 high courts at 3.5 million cases, and in the Supreme Court at 32,000 cases.

The Ministry explained that in India there are 13 judges for every million people.

It said ''the Centre has been trying to fill in the vacancies in high courts expeditiously. It has requested the States to appoint judges and magistrates in adequate numbers for a speedy disposal of pending cases.'' The Ministry said it has ''impressed upon the states to encourage litigants to seek alternate methods of redressal of their grievances to unburden the subordinate judiciary'' and has suggested to them ''to digitise the courts to cut short the delays in disposal of cases.''
