Five-day orientation programme for debutants in Assembly

Kolkata, June 26 (UNI) A five-day orientation programme for the newly elected members of the West Bengal Legislative Assembly was inaugurated here today.

Being organised for the first time in the history of the state Legislative Assembly, all the 120 first timers of the 294-member House attended the programme.

It was also addressed by Chairman of Jammu and Kashmir Legislative Council Abdul Rashid Dar, State Assembly Speaker Hasim Abdul Halim, former Union Education Minister Pratap Chandra Chanda, Opposition leader in the Legislature Partha Chatterjee and two former senior Legislators - Sougata Ray of the Trinamool Congress and Rabin Deb of the CPI(M).

Inaugurating the orientation programme, being organised under the aegis of the West Bengal Forum for Parliamentary Studies, Deputy Chairman of Rajya Sabha K Rahaman Khan reminded the new members of the role and responsibility, both in and outside the House during the coming years.

''Each of you must remember the responsibility bestowed on you by the people of your locality and you have bounden duty to fulfil their hopes and aspirations by all means,'' he said.

Mr Halim referring to the dos and don'ts of the members inside the House and during the session said they should not misuse their privileges by any means and take every measure to uphold the dignity of the august House.

Referring to the frequent protests by the Opposition and rushing to the well which sometimes suspend the proceedings, the Speaker said the decorum of the House should be maintained at all costs.

He also assured the members that though the number of the Opposition in the House was much less than the previous years, it would have no effect in terms of allocation of timing to the Opposition members to raise any issue during the session.

''I can assure you that fifty per cent timing would be allotted to the Opposition without considering their number,'' he said.

Among others, Opposition leader Partha Chatterjee also spoke on the occasion and highlighted the roles of members in parliamentary democracy.

The programme would contunue till June 30.
