TRAI issues draft regulations for CAS Areas.

New Delhi, June 23 (UNI) The Telecom Regulatory Authority of India(TRAI) today released the proposed draft regulations on quality of service in areas where the Conditional Access System (CAS) was to be introduced following the Delhi High Court order.

At a recent meeting of stakeholders held after the court order, it was suggested that TRAI should formulate a standard form of agreement between Cable Operators and Consumers.

The High Court had on March 10 directed for implementation of CAS in the three metros of Mumbai, Kolkata and Delhi within a period of four weeks.

Trai has issued draft regulations settig out set out standards of quality of service, which have been placed on its website for eliciting comments and suggestions of stakeholders.

The regulations, which would be finalised after considering these comments, cover the following areas: Fresh connection, transfer and shifting of cable television service, complaint handling and redressal, billing procedure and complaint, STB related issues and complain, change in position of channels and taking channels off the Air and Technical Standards etc.

Written comments on the proposed amendments may be sent to Secretary, TRAI or Advisor (B&CS) by July 10. 2006.
