KERC introduces intra-State availability based tariff

Bangalore, June 22 (UNI) The Karnataka Electricity Regulatory Commission has issued an action plan for implementation of an intra-State availability based tariff (ABT), here paving the way for efficient management of load within the State by the distribution companies through.

The Commission, in a release issued today, said incentives and disincentives, available under the inter-state ABT regime to the central generating stations such as NTPC and NLC, would now be available to the generating stations in the State under the intra-State ABT.

Intra-State ABT was expected to optimise the generation in the State for better utilisation of resources.

Since January 2003, inter-State ABT had been introduced in the Southern region, resulting in good grid discipline, improvement in grid frequency and better management of available capacity from central generating stations.

The Commission had in December last year issued a draft action plan for implementation of intra-State ABT, inviting suggestions and comments from the stakeholders, the release said.

The intra-State ABT would be implemented in a phased manner, wherein required accuracy class interface meters should be put in place before the end of June. Proxy implementation of ABT would be carried out on the basis of half an hour scheduling from October this year to March 2007.

In the second phase from April next year, the entities were required to pay user interface charges on half an hour basis and in the final stage, commencing from October next year, full implementation on scheduling and user implementation charges on 15 minute basis would be implemented, the release said.

By the end of this year, all electricity companies would have to set up area load despatch centres.

Intra-State ABT would be applicable to all generating stations in the State with an installed capacity of 25 MW and above. The generators included independent power producers, captive power plants, cogeneration and bio plants, it added.
