Aiyer cautioned states on formulation of District Plan
Bhubaneswar,Jun 15 (UNI) Union Panchayati Raj Minister Mani Shankar Aiyer today cautioned the states that proposals will not be accepted if district plans are not formulated as per the provision of the constitution.
Addressing the 2nd meeting of the council of Ministers of Panchayati Raj, Mr Aiyer said the 11th Five year Plan is going to be very crucial as it would be a planning for the panchayati raj.
During the last ten five year plans all plans were formulated in Delhi and imposed on the states without looking into the ground realities he said adding that this age old system would be now reversed and the plan would now be prepared at panchayat level and sent to Delhi for approval.
The Union Minister said all the Chief Ministers should be prepared to complete their district plans before they meet the Planning Commission for approval of their state plan project.
He cautioned that the state plan would not be accepted if it did not have the district plan as per the provision of the constitutions The 11th Five year plan, the Union Minister said, will have a planning at the grassroots and devolution of planning as we want to handover the responsibility to the peoples representative at the village level.
The Gram Sabha would decide their priority, Mr Aiyer remarked.
