Aiyar caution states on formulation of District Plan

Bhubaneswar, June 15 (UNI) Union Panchayati Raj Minister Mani Shankar Aiyar today cautioned the states that proposals will not be accepted if district plans are not formulated as per the provision of the constitution.

Addressing the second meeting of the council of Ministers of Panchayati Raj, Mr Aiyar said all the Chief Ministers should be prepared to complete their District Plans before they meet the Planning Commission for approval of their state plan.

The state plan would not be accepted if it did not have the District Plan as per the provision of Constitution, he cautioned.

The 11th Five Year Plan is going to be very crucial as it would be formulated at the panchayat level, Mr Aiyar said.

During the last ten Five Year plans, all plans were formulated in Delhi and imposed on the states without looking into the ground realities, he said, adding this age-old system would be now reversed and the plan would now be prepared at the panchayat level and sent to Delhi for approval.

''The 11th Five year plan will feature a devolution of planning as we want to handover the responsibility to the people's representatives at the village level, with the Gram Sabha according priority to different development projects,'' Mr Aiyar said.
