MP to rescind outdated rules
Bhopal, May 29 (UNI) While attempting to prepare fresh manuals for all departments, the Madhya Pradesh government has decided to rescind outdated rules, acts and instructions by July 31 this year.
Those departments having no manuals at present have also been directed to draft manuals in accordance with the changed ircumstances, official sources said today.
It was also aimed at bringing in uniformity in the functioning of various departments by amending, if necessary, the existing manuals.
Different departments were also told to calculate the cost of services or works in order to assess whether such works could be undertaken with less cost through other alternatives.
The process of rescinding outdated rules, acts and instructions would be completed by July 31.
It was felt that a slew of instructions on the same subject were issued from time to time, but at the time of decision-making, lack of updated instructions could lead to wrong decisions or delayed decisions.
To avoid this problem, the sources said, different departments were directed to refix the process and circulars and issue a single accumulated circular on every subject and display the same on the website. At the same time, all instructions issued on that particular subject should be rescinded.
The departments were also directed to form a committee of officers of proper understanding for implementation and monitoring of the programmes. The committee will also ensure simplification of departmental activities.
