Decentralise administration: Somanth
New Delhi, May 29 (UNI) Lok Sabha Speaker Somnath Chatterjee today suggested decentralising administration to bring about accountability and transparency and end corruption.
''Administration needs to be truly decentralised. Unless that is done, administrative reforms will largely remain academic without any application whatsoever,'' he said while releasing a book, 'Public Administration: Politics, Policies and Prospects', written by Kamala Prasad.
Mr Chatterjee said public policy should be equitable, inclusive and based on sound democratic norms to fulfill the Constitutional promise of channelising the benefits of progress and growth to the lowest strata of society.
''There should be endeavours to promote a social and political order which strengthens effective partnership among all stakeholders to increase the capacity of the civil society to infuse the concept of accountability and transparency in administrative reforms,'' he said.
Mr Chatterjee called for putting in place an effective monitoring system to make a continuous evaluation of administrative actions.
He said civil servants should remain sensitive to the spirit of the Right to Information Act so that the goals of a responsive and informed democracy could be realised in a meaningful manner.
