Jammu, May 26 (UNI) Criticising the Congress-led UPA government at the Centre for creating ''a mess'' over the Kashmir issue, the Jammu and Kashmir BJP today asked it to reveal before the nation those ''concrete proposals'', which have been sent to Pakistan for resolving the long pending issues.

The party vice-president and spokesperson Prof Hari Om took strong exception to Prime Minister Manmohan Singh's ''Kashmir-centric statements'' during the second Round Table Conference and the press conference in Srinagar, ''ignoring the aspirations of the other parts of the state''.

He also raised objection to the Prime Minister's decision to constitute working group for reviewing Centre-state relations and to suggest on the idea of ''self-rule and autonomy'', mooted ''by those, who have no regard for secular and democratic constitutional framework of India.'' The BJP leader also took strong exception to Dr Singh's decision to set up another working group to recommend ways and means to ''ensure the release militants from the jails, who are not facing the serious charges and re-entry into Kashmir of those 2500 Kashmiri youths, who crossed over to PoK in order to get arms training in name of 'jehad'.'' ''Instead of discharging its constitutional obligation of ensuring safety to the people of the state the Centre is hell bent upon giving signal of 'general amnesty' to those who killed thousands of innocent people and played havoc with the public and private properties,'' he said.

Prof Hari Om expressed grave concern over the Prime Minister's statement of ''zero tolerance'' on custodial deaths and violation of human rights, and said, ''It will amout to demoralise the security forces who are doing their best to eleminate terrorists in the state.'' He said instead of such statements Dr Singh should have recommended mechanism that would not only crush the militants once for all but also integrate the state fully with rest of the country.

''Instead of ensuring of safe return of displaced Hindus, the Prime Ministers's announcement of ensuring them migrants cards within six months is quite unimaginable,'' the BJP leader observed.

He, however, said that party was apprehensive of such moves of the Centre and its decision of not participating in the RTC, proved ''absolutely right in view of concusion of the conference''.
