New Delhi, May 18 (UNI) Expressing concern at the slow but steady rise in the Dearness index, a demand was made in the Rajya Sabha today for the setting up of the Sixth Pay Commission to decide a hike in payscales of Government employees.

Raising the demand by way of a Special Mention, Sikkim Democratic Front member OT Lepcha said the non-constitution of the VI Pay Commission -- to revise and review the pay structure of Government employees -- was leading to increased frustration among them.

Through another Special Mention, Mrs Prema Cariappa (Cong), expressing concern at the power shortage in Karnataka, sought allotment on a priority basis the Mahan Block of the South Eastern Coalfields Limited for captive use by the Karnataka Power Corporation Limited.

Dr MV Mysura Reddy (TDP), drawing attention to ''unreasonable hikes'' in cement prices, urged the Government to check cement cartels which were unlawfully creating such a situation.
