New Delhi, May 7 (UNI) The Secular Citizens' Forum and Peoples Union of Civil Liberties (PUCL) today alleged that the blast at a house in Nanded in Maharashtra last month revealed that "Hindutwadi" forces in the city were hatching deep communal conspiracies which called for a detailed investigation of the incident by the CBI.

In a fact finding report on the April 6 blasts, the SCF and the PUCL alleged that despite the lack of availability of information from official sources on the incident, ''there exists strong indication that communal conspiracies were being hatched by the Hindutvadi forces in the city of Nanded. Inplementation of these conspiracies has been temporarily aborted due to the accidental blast of a bomb while in the process of making, at the house of a prominent RSS activist of the city''.

Talking to mediapersons here, Dr Suresh Khairnar of the Secular Citizens' Forum said,''the house where the bomb exploded belongs to an RSS sympathiser with Bajrang Dal flag flying atop the house.

Moreover, contrary to the police claim that it was a "cracker blast",the impact of the blast could be felt within an area of two Kms leading some people to believe it was an earthquake. Also, it was a single explosion, not a multiple one, as happens with crackers. Infact, the search of the house revealed an IED with timer and remote control.'' The report also scotched the RSS claim that the two persons killed and three others injured in the incident were not connected with the RSS.

In this context, it said that the local BJP MP D B Patil had warned the police not to harrass activists of the Sangh parivar over the incident. Local Shiv Sena MLA Anusuatai Khadekar has also issued a similar warning. Meanwhile, all the top leadership of the RSS and the VHP visited to see the injured and mourn the dead.

''It is evident beyond any doubt that the accused were, till their death, actively working for the RSS and the Bajrang Dal and that the leaders of the said organisations were having deep intimacy with the accused. It implies that they could not remain ignorant of a permanent bomb manufacturing centre that was being operated from the home of one of their active workers who is dead now,''the report said.

Alleging that the unravelling of the bomb manufacturing unit indicated a communal conspiracy by these outfits, the report said, ''though much official information was not available, we have come to know from police sources that police have seized maps of a few mosques situated in nearby districts from the houses of the accused.'' Alleging that the police was "soft peddling" the incident, the report said,''the police have maintained silence over the motive for the manufacturing of the bomb at the Nanded house - where from the makers of the bomb acquired the material and if the perpetrators had nationwide connections. In fact, after initial revelations, the police are now keeping mum over the incident and have not revealed much to the press. Moreover, even though it was clear that the accused were linked with the RSS, police has not taken action against the said organisations and their leaders.'' Demanding an investigation into the incident by the CBI, the report said,''the efforts to investigate the incident seriously are missing. The state government is sleeping over the issue.

Therefore, the incident needs to be investigated by the CBI and Central government has to take cognisance of it seriously.'' Among those who visited Nanded as part of the fact finding committee were Convener of PUCL, Nagpur, Suresh Khairnar, Ahmed Kadar and Arvind Ghosh.
