UHVBN promotes Captive Power Plant generation

Chandigarh, Apr 28 (UNI) In order to motivate captive power generation, the Uttar Haryana Bijli Vitran Nigam (UHBVN) has decided to give a major relief to the consumers willing to instal their own generating sets without any extra charges.

The Nigam has allowed the Captive Power Plant (CPP) owners to synchronise with the grid system without levying any grid support charge. However, the billing would not be made on net basis.

An official spokesman today said two transactions-- export of energy to the licensee and import of energy by the CPP from licensee--would be charged as per the applicable retail tariff approved by the Haryana Electricity Regulatory Commission (HERC).

He stated that export of power by the CPP to the licensee would be treated as sale of power to the licensee under the bilateral power purchase agreement for which the approval of HERC would be required.

No approval from the HERC was required if the CPP desired to treat the export of power to the grid as incidental flow of energy at zero cost to the licensee. However, necessary information in this regard was required to be sent to HERC.

It had been further decided that the firms would provide necessary equipment or relays for stopping any reverse flow of energy into the grid system. The firms would have no claim over any creepage of energy into the system by any means, he added.
