Bangalore, Apr 5 (UNI) The Karnataka Government will take a delegation to the President and Prime Minister to convince them of the need for creation of Legislative Councils in all States, Law and Parliamentary Affairs Minister Basavaraj Horatti informed the State Legislative Council today.

In his reply after the House unanimously approved a resolution on the issue, he said he would lead a delegation to the Centre soon after the Legislature session. The Government had accepted the resolution and would extend full support to follow it up, he added.

Leader of the Opposition in the Council H K Patil had moved a resolution yesterday, seeking creation of Upper House in all the States and an amendment to Article 169 of the Constitution relating to abolition or creation of Councils. Such an amendment would ensure that the Upper House continued to exist without any threat of closure and help the Lower House in discharging its role and responsibilities, he had said.

Mr Horatti agreed to conduct a study on the functioning of the State Legislative Council, which would celebrate its centenary next year.

There was a need to set up a committee to follow up the resolution, he added.
