People should get justice at grassroot level: Azad

Jammu, Apr 1 (UNI) Discussing the role of legislators in good-governance in the Jammu and Kashmir Legislative Council today, Chief Minister Ghulam Nabi Azad underlined the need for largescale administrative reforms at grassroots level for a responsible and effective administration.

''Vote-banking politics and politicians resorting to it cannot be good administrators,'' Mr Azad said adding the government was considering to establish multi-tier administration to attend to matters of public importance.

The Chief Minister said accountability at the top level should be the first step to introduce reforms and when ministers, legislators and bureaucrats were subject to accountability edifice for good governance gets laid.

Citing examples, he told how tenders were manipulated and works get allotted without the legal formalities involved and stressed that this happened for want of proper accountability and monitoring.

Reiterating his government's firm determination to disband all such practices and reduce corruption, the Chief Minister said legislators and political people have to come forward to create mass awareness against corruption.

He said legislators were lawmakers and their role within and outside the House was of highest significance for creating conducive atmosphere of good governance.

''Justice to people at their doorstep must be ensured. The villagers need not travel to seek redressal for grievances from the Chief Minister or Minister which he would get from the Naib Tehsildar or Tehsildar. This system should go and people should get justice at the grassroot level,'' he said.
