Imphal, Apr 1 (UNI) NCP Manipur president Radhabinod Koijam today alleged that Okram Ibobi Singh-led Secular Progressive Front(SPF) government in the state was 'non-functional'.

Addressing mediapersons here, Mr Koijam said all the legislators holding office of profit should resign.

He, however, said, ''We should redefine the term 'office of profit' as corruption levels were high.'' Reacting to a move by the government to promulgate an ordinance on the issue, he alleged that it was an appeasement policy of the chief minister to safeguard his chair.

With an eye on the Assembly elections scheduled next year, Mr Koijam said, ''the Nationalist Congress Party would give thrust on women, youth and under-privileged sections of the society. Our slogan will be good governance and peace.'' The party would work for decentralisation of power so that those living in the periphery do not feel neglected, he said.

Mr N Radhakanta, vice-president of the party said an executive meeting of the newly constituted NCP (Manipur) was held yesterday and a welcomed the appointment of Mr Radhabinod Koijam as president.
