Cabinet OKs Consti. amendment Bill for functioning of coop.

New Delhi, Mar 30 (UNI) The Union Cabinet today approved introduction of the Constitution (Amendment) Bill in Parliament limited to ensuring democratic, autonomous and professional functioning of co-operatives.

The cooperatives will, however, remain a state subject under List II of the Seventh Schedule of the Constitution.

Information and Broadcasting Minister Priya Ranjan Dasmunshi told reporters after the cabinet meeting, chaired by Prime Minister Manmohan Singh, that the amendment incorporates the following provisions : --inclusion of cooperative principles, --fundamental right to form co-operative societies, --timely conduct of elections, --maximum time limit for supersession of a managing committee, --independent and professional audit, --uniform tenure of managing committee, --regular and timely conduct of general body meetings, --right of a member for access to information, --compulsory system of filing returns, --provision for penalties against offences.
