The Trump administration has reinstated and expanded the "public charge" rule, tightening global visa norms. This change allows U.S. officials to deny visas or permanent residency to those likely to rely on government aid. The U.S. State Department has directed all embassies worldwide to enforce this rule strictly, reviving standards from Trump's first term that were relaxed under Joe Biden.

According to the official cable cited by Fox News, "Self-sufficiency has been a longstanding principle of U.S. immigration policy." Consular officers are instructed to evaluate various factors such as applicants' health, age, English skills, financial resources, and potential long-term medical needs. Previous reliance on government aid or institutional care could negatively impact an applicant's chances.

ABC News reported that under the revised guidelines, certain health conditions like diabetes and obesity might lead to visa denials. Although health assessments have always been part of the visa process, including checks for diseases like tuberculosis and vaccination records, the new policy expands the list of disqualifying medical conditions.

Charles Wheeler from the Catholic Legal Immigration Network highlighted that while the rule broadly applies to most visa applicants, it will significantly affect those seeking permanent residency. The administration's goal is to prioritise self-sufficiency and reduce immigration-related dependency on public funds, echoing themes from Trump's earlier presidency.

The directive instructs consular staff to thoroughly review each case. This includes examining the petition, visa application, medical report, affidavit of support, and any information gathered during screening and vetting processes. The move aims to ensure that applicants can support themselves without relying on public assistance.
