Delhi Cracks Down on End-of-Life Vehicles: Penalties and Guidelines
The Delhi government has introduced strict guidelines for handling end-of-life vehicles in public places. Penalties of Rs 10,000 for four-wheelers and Rs 5,000 for two-wheelers will be imposed on owners of impounded vehicles. The aim is to phase out such vehicles from the national capital and improve air quality.
In a bid to combat air pollution and promote a greener environment, the Delhi government has issued fresh guidelines for handling end-of-life vehicles (ELVs) in public places. These guidelines aim to phase out old and polluting vehicles from the national capital and ensure proper disposal and recycling of ELVs.

Penalties for Impounded Vehicles
To discourage the use of ELVs, the government has stipulated hefty penalties for owners of impounded vehicles. For four-wheelers, a penalty of Rs 10,000 will be imposed, while two-wheeler owners will have to pay a penalty of Rs 5,000. These penalties must be paid before the release of impounded vehicles.
Release Procedure for Impounded Vehicles
The government has outlined two categories for the release of impounded vehicles. The first category includes vehicles that will be shifted out of Delhi-NCR, while the second category covers vehicles that will be parked in private spaces that are not shared parking places.
For vehicles in the first category, owners must submit an undertaking stating that the vehicle will not be plied or parked in any public place within Delhi and will be removed from the city. In addition to the penalty, towing charges and parking fees as per the Delhi Maintenance and Management of Parking Places Rules, 2019, will also be charged before the release of such vehicles.
For vehicles in the second category, owners must pay the penalty, towing charges, and parking fees as per the Parking Rules 2019. However, it's important to note that any end-of-life vehicle impounded for the second time, as well as transport vehicles running on diesel fuel and aged more than 10 years, cannot be released.
Application Process and Scrapping
Owners of impounded vehicles must submit an application for release along with necessary documents within three weeks of the vehicle's impounding. An online platform will be developed for this purpose, making the process more convenient and transparent.
In case of non-submission of the application within the stipulated time, rejection of the application, or impounding of the same vehicle for the second time, the vehicle will be scrapped. The scrap value will be paid digitally to the bank account of the vehicle owner within 15 days of the vehicle being accepted by the Registered Vehicles Scrapping Facility.
The Delhi government's new guidelines for handling end-of-life vehicles are a significant step towards reducing air pollution and promoting sustainable transportation practices. By imposing penalties, streamlining the release process, and ensuring proper scrapping of ELVs, the government aims to create a cleaner and greener environment for the citizens of Delhi.
