Yes, absolutely. Beneficiaries are permitted to pursue their Ph.D. concurrently with their WOS-B project.

You must be between 27 and 57 years old. However, if you belong to SC/ST/OBC or have a physical disability, you get a 5-year relaxation on the age limit.
What happens to the scholarship if I don't get promoted to the next semester?
