    Eligibility Criteria

    To qualify for the Power Tariff Subsidy under the Gujarat Textile Policy, industrial units must meet the following conditions:

    1. The unit must be classified as a Labour Intensive Unit.
    2. New industrial units are eligible to apply.
    3. Existing industrial units that are undertaking expansion, diversification, or modernization projects are also eligible.
    4. The unit must have electricity bills registered in its own name.
    5. Applications must be submitted within one year from the Date of Commercial Production (DoCP).

    Important Note: For units undergoing expansion, diversification, or modernization, the subsidy will only apply to the additional power consumption that exceeds the average consumption of the previous year.

    Eligible Activities:

    • Activity 1: Garments, Apparel & Made-ups, Technical Textiles (including Composite Units).
    • Activity 2: Weaving (with or without preparatory processes), Knitting, Dyeing & Processing, Texturising, Twisting, Embroidery, and MMF Spinning (to produce yarn from Polyester Staple Fiber (PSF) / Viscose Staple Fiber (VSF)). This excludes spinning of Cotton and Synthetic Filament Yarn.

    What is a Labour Intensive Unit?

    A new Labour Intensive Unit is defined as an industrial unit that provides direct employment to at least 4000 persons, who are duly registered under the EPF scheme. Out of these, a minimum of 1000 employees must be female.

    An existing unit undertaking expansion or diversification during the policy period is considered Labour Intensive if the expansion/diversification activity creates entirely new employment for at least 4000 persons, duly registered under the EPF scheme, with a minimum of 1000 female employees among them.

    Documents Required

    • Documents confirming legal possession of land, including valid non-agriculture permission for industrial use, and registered purchase/lease/rent deeds. If the land is within a GIDC estate, a copy of the possession letter is required.
    • Consent to Establish (CTE) from the Gujarat Pollution Control Board (GPCB), if applicable.
    • A Detailed Project Report (DPR) that includes:
      • Executive summary
      • Background of the project
      • Details of the existing business (for expansion cases)
      • Information on Land/Shed
      • Strategy for raw material procurement
      • Manpower details
      • Techno-economic viability assessment
      • Financial analysis
    • Term loan sanction letter from financial institutions.

    What kind of power sources are eligible for the tariff subsidy?

    The subsidy is available for power drawn from DISCOMs, renewable energy sources procured through open access, and power from group captive renewable energy plants. The subsidy amount is INR 1 per unit (kWh) for all these sources.

    Can an existing unit get this subsidy if they are just modernizing?

    Yes, existing industrial units that are undergoing modernization, along with expansion or diversification, are eligible for the Power Tariff Subsidy.
