Details
The government's Pratyaksh Hanstantrit Labh (PAHAL), also known as Direct Benefit Transfer for LPG (DBTL), is a key initiative aimed at making the subsidy process for LPG cylinders more transparent and efficient.
PAHAL helps ensure that the subsidy you are entitled to for your domestic LPG cylinder reaches you directly. Instead of getting a subsidized cylinder, you'll pay the full market price for your cylinder, and the subsidy amount will be credited straight into your bank account. This direct transfer mechanism is designed to prevent leakage and diversion of subsidized LPG.
This scheme is for all existing and new LPG consumers in India who meet the specified income and usage criteria. It aims to provide benefits to genuine users of subsidized cooking fuel.
PAHAL promotes transparency in the distribution of LPG subsidies, ensuring that the benefits reach the intended users. It also helps improve the availability of new connections for genuine consumers by reducing the diversion of subsidized gas. Furthermore, by enabling the use of cleaner cooking fuels, it contributes to better health outcomes, especially for women and children in rural areas, by reducing indoor air pollution.

To join the PAHAL scheme, you have two main options, depending on whether you have an Aadhaar number:
You can visit your LPG distributorship on any weekday during office hours to submit these forms. For your convenience, distributorships will also remain open on their weekly off days to exclusively accept these forms until the grace period ends.
For more information, you can visit the official PAHAL portal at http://petroleum.nic.in/dbt/index.htm.
What should an LPG consumer do if they have already joined the PAHAL scheme before?
If you previously linked your Aadhaar number with your LPG and bank accounts to join the scheme, you don't need to do anything further. You will receive the cylinder at the market price from the scheme's launch date, and the subsidy will be transferred to your bank account. You can verify your Cash Transfer Compliance (CTC) status on www.mylpg.in or by contacting your LPG distributor.
How can I check the status of my PAHAL (DBTL) enrollment?
You can check your PAHAL (DBTL) joining status by visiting the transparency portal of your LPG company (IOC, BPC, or HPC) through www.myLPG.in. Look for the option 'Check DBTL (CTC) Status' and follow the instructions to see your status for both Aadhaar-linked (ATC) and non-Aadhaar-linked (BTC) methods.
What happens if subsidy payments to my bank fail, and how are these issues resolved?
If a bank transfer fails, the amount is returned to the Oil Marketing Companies (OMCs). OMCs provide reports on these failures to distributors and call centers. Failed payments will be re-attempted twice within a 15-day period. If successful transfer still doesn't happen, the amount will be held and paid once the bank issues are resolved. If a subsequent cylinder delivery payment is successful, the pending amount will also be transferred. These pending payments will be kept for up to 3 months or the end of the financial year, whichever is later.
Where can I get more information or ask questions about the PAHAL (DBTL) scheme?
For any information, feedback, or to register a complaint, you can contact the OMCs' call center at the Toll-Free Number 18002333555. You can also visit the official PAHAL website at http://petroleum.nic.in/dbt/index.htm or explore the transparency portal of your LPG Company (IOC, BPC, HPC) via www.myLPG.in.
How is the number of subsidized cylinders calculated for new customers?
For new connections, the eligibility for subsidized cylinders is calculated on a pro-rata basis. New CTC consumers will receive an advance amount after booking their first cylinder and the subsidy amount after its delivery. Subsequently, they will receive the subsidy with every cylinder delivery, up to the capped limit of subsidized cylinders allowed.
What if I'm told my subsidy was sent to the wrong bank, like XYZ bank, but I don't have an account there?
If you're told your subsidy went to a bank where you don't have an account, visit that bank with your Aadhaar number. They can provide details of the account where the subsidy was transferred. If you're a non-Aadhaar CTC consumer (BTC), visit the concerned bank with your 17-digit LPG ID. You can also choose to link your Aadhaar number with any other bank by submitting the Bank Linking Form.
How do consumers find out about the status of their subsidy payments?
Consumers can track their payments through the Transparency portals of OMCs, accessible via www.mylpg.in. These portals show separate columns for subsidized and non-subsidized cylinder deliveries and the amounts paid. A call center is also available with a dashboard to help address consumer grievances and track transactions.
How are advance amounts handled when a consumer transfers their connection?
When a CTC consumer transfers their connection, they must return the advance amount to their original distributor. The final refund will be the Security Deposit of the equipment minus the Permanent Advance amount. If transferring to another district where PAHAL (DBTL) is active, an advance will be provided at the new location after receiving a Subscription Voucher. OMC software manages these security deposits and advance amounts separately.
When should I visit my LPG distributor to submit Aadhaar and bank details for PAHAL (DBTL)?
You can visit your LPG distributorship during office hours on any weekday to submit the necessary forms. To make it easier for consumers, all distributorships will stay open on their weekly off day exclusively for receiving Aadhaar and bank detail seeding forms for the PAHAL (DBTL) scheme until the grace period concludes.
What should I do if the call center or distributor informs me about a failed transaction with a specific bank?
If you are informed about a failed transaction with a particular bank, you should visit your bank with your Aadhaar number and/or account details. This will help you understand the reason for the failure. Sometimes, the OMC call center can also provide the error code received from the bank, which might explain the issue.
How do I apply for the PAHAL (DBTL) scheme as an LPG consumer?
To join PAHAL (DBTL), if you have an Aadhaar number, you should give it to your LPG distributor using Form 2 and to your bank using Form 1. If you don't have Aadhaar, you can either give your bank details to the LPG distributor with Form 4, or give your 17-digit LPG ID to the bank with Form 3.
