Getting your cooking gas subsidy can sometimes feel complicated. But the Pratyaksh Hanstantrit Labh, or Direct Benefit Transfer for LPG (PAHAL), scheme makes it simpler and more transparent.
PAHAL is a government initiative by the Ministry of Petroleum and Natural Gas. Its main job is to send LPG subsidies directly into the bank accounts of consumers. This method helps stop the subsidy money from being misused and ensures fewer leakages. It puts more power in your hands, improves how LPG is delivered, and lets you choose if you want the subsidy.
This scheme is for all LPG users in India who meet certain income criteria. It aims to provide a fair subsidy to genuine consumers and ensures that the benefits reach the intended recipients without any diversion.
PAHAL is crucial for transparent subsidy management. By directly crediting the subsidy, it reduces fraud and ensures that the government's support reaches households effectively. It also promotes better availability of LPG connections for those who truly need them and can contribute to better health by enabling the use of cleaner cooking fuels.

To join the PAHAL (DBTL) scheme, LPG consumers have two main options:
You can visit your LPG distributorship on any weekday during office hours to submit these forms. For your convenience, distributorships may also remain open on their weekly off days for receiving these forms until the end of the grace period.
For more information, you can visit: http://petroleum.nic.in/dbt/index.htm or www.myLPG.in.
What if my subsidy transfer fails? How is it handled?
If a bank transfer fails, the amount is returned to the Oil Marketing Companies (OMCs). They receive reports on these failures and can access them via their portals. Failed payments will be re-attempted twice over 15 days. If successful, the subsidy will be transferred when bank issues are resolved. If the amount for a subsequent cylinder is transferred successfully, the pending amount will also be transferred. These pending payments are held for up to 3 months or until the end of the financial year, whichever is later.
I was told my subsidy went to a bank where I don't have an account. What should I do?
For Aadhaar-linked transfers, visit the bank with your Aadhaar number to get details of the account where the subsidy was sent. The call center might also help if the bank provided an error code. If your subsidy was not Aadhaar-linked (BTC), visit the concerned bank with your 17-digit LPG ID. You can also choose to link your Aadhaar with any other bank by submitting the correct Bank Linking Form.
How can I check if I have successfully joined the PAHAL (DBTL) scheme?
You can check your PAHAL (DBTL) joining status by visiting the transparency portal of your LPG Company (IOC, BPC, HPC) through www.myLPG.in. Look for a section named ‘Check DBTL (CTC) Status’ and follow the instructions. This will show you the status for both Aadhaar and non-Aadhaar linked methods.
What should someone do if they were already part of the scheme before?
If you previously linked your Aadhaar number with both your LPG and bank accounts to join the scheme, you don't need to do anything further. You will receive the cylinder at the market price, and the subsidy will be transferred to your bank account automatically. You can verify your Cash Transfer Compliance (CTC) status on www.mylpg.in or by contacting your LPG distributor.
How does a new LPG connection get its subsidized cylinder quota calculated?
For new connections, the quota of subsidized cylinders is calculated on a pro-rata basis, which also applies to CTC consumers. New CTC consumers will receive both an advance amount after booking their first cylinder and the subsidy amount after its delivery. Following this, they will get a subsidy with every subsequent cylinder delivery, up to the allowed subsidized limit.
Where can I find more information about the PAHAL (DBTL) scheme?
You can get more information, provide feedback, or register complaints by calling the OMC call center at the Toll-Free Number 18002333555. You can also visit http://petroleum.nic.in/dbt/index.htm or check the transparency portal of your LPG Company (IOC, BPC, HPC) via www.myLPG.in.
What happens to advance amounts for consumers who are transferring to a new location?
If a CTC consumer transfers, they must return the advance amount to their original distributor. When the Termination Voucher is processed, the net amount (Security Deposit minus Permanent Advance) will be refunded. If transferring to a district where PAHAL (DBTL) is active, an advance will be given at the new location upon receiving the Subscription Voucher. The OMC software separates security deposits and advance amounts for accounting.
How can a consumer track their payment status?
Consumers can view their payment status through the Transparency portal of their OMCs, accessible via www.mylpg.in. These portals show details for both subsidized and non-subsidized cylinder deliveries and the amount paid to the consumer. A call center is also available to assist with consumer grievances.
What should I do if I'm told there was a failed transaction with a specific bank?
You can visit your bank with your Aadhaar number and/or account details to find out why the transaction failed. In some instances, the OMC call center may also be able to provide reasons if the bank has sent specific error codes to OMCs.
How can an LPG consumer join the PAHAL (DBTL) scheme?
If you have an Aadhaar number, you should give it to your LPG distributor using Form 2 and to your bank using Form 1. This is the best way to join. If you don't have an Aadhaar number, you can give your bank details to the LPG distributor using Form 4, or provide your 17-digit LPG ID to your bank using Form 3.
