Details

In today's competitive job market, having officially recognized skills can make a huge difference. The Pradhan Mantri Kaushal Vikas Yojana (PMKVY) recognizes this and offers a special component called Recognition of Prior Learning (RPL).

This initiative is designed for hardworking Indians who have gained valuable skills and experience through their work, even without formal training. If you've been working in a specific trade or craft for a while, RPL can help you get a certificate that proves your expertise.

What Is This Scheme?

The Recognition of Prior Learning (RPL) is a part of the PMKVY scheme. Its main goal is to provide official skill certification to individuals who already possess skills and experience. This certification aims to boost their confidence and improve their chances of securing better employment and earning a better livelihood.

Who Can Benefit From This Scheme?

This scheme is for Indian citizens who are between 18 and 45 years old and have practical experience in a specific job role. Having an Aadhaar card and a bank account linked to it is also a requirement. The specific work experience needed will depend on what the Sector Skill Councils (SSCs) recommend for each job role.

Why This Scheme Is Important

Many people in India gain skills through years of on-the-job experience, especially in informal sectors. However, they often lack formal certification, which can limit their career growth. RPL bridges this gap by validating their existing skills, making them more employable and opening up new avenues for professional development.

Objective

This scheme by the Ministry of Skill Development and Entrepreneurship helps individuals with prior work experience get officially certified for their skills, opening doors to better job opportunities.

    2. Your age should be between 18 to 45 years.

    How To Apply

The application process for RPL projects varies slightly depending on the type of RPL you are interested in:

    1. For RPL Types 1 & 2 (Camps & Employer Premises): Organizations (Project Implementing Agencies - PIAs) need to register on an online Request for Proposal (RFP) portal. Approved applicants can then conduct RPL at their designated centers or employer premises after setting up the required infrastructure. The last date for submitting applications via RFP was 19 June 2021.
    2. For RPL Type 3A (RPL by Demand through District Skill Committees - DSCs): Targets are allocated directly to DSCs.
    3. For RPL Type 3B (RPL by Demand through Demand Aggregation Portal - DAP): RPL execution happens at designated PMKK/PMKVY centers. Individuals can request RPL for a job role via the DAP.
    4. For RPL Type 4 (RPL with Best-in-Class Employers - BICE): This is implemented through Sector Skill Councils (SSCs), who act as the PIAs.
    5. For RPL Type 5 (Online RPL): Only SSCs can be PIAs for this type and are selected based on Expressions of Interest (EoIs).

    FAQ’s

What exactly is Recognition of Prior Learning (RPL)?

RPL is a process under PMKVY 3.0 that helps certify the skills you've already gained through work experience. It's like getting an official stamp of approval for the expertise you've developed over time, even if you haven't had formal training.

Can I apply for RPL if I am over 45 years old?

Generally, the age limit is between 18 and 45 years. However, if you fall into a higher age group, the Project Implementing Agency (PIA) can seek special approval from the PMKVY 3.0 Executive Committee or the State Level Empowered Committee.

How can I register as a candidate for online RPL (RPL Type 5)?

For RPL Type 5, you can register by visiting the Demand Aggregation Portal (DAP), which is part of the Skill India Portal. You can choose from the available job roles and register yourself for the assessment. There's no registration fee currently.

What if I don't have a formal degree but have years of experience in a skill?

That's exactly who RPL is for! If you have prior experience in a job role and meet the other eligibility criteria, you can get certified through this scheme, regardless of formal qualifications.

What is the role of Sector Skill Councils (SSCs) in RPL?

SSCs play a crucial role. They help define the specific job roles, the required experience for certification, and in some cases, like RPL Type 4 and 5, they can act as Project Implementing Agencies (PIAs) or recommend them.

How is the RPL kit useful for candidates?

The RPL kit is provided for specific types of RPL (1, 2, and 3). It typically includes a T-shirt, cap, and study material relevant to your job role. It's meant to help you during the training and assessment process.

Are bridge courses always part of RPL?

Bridge courses are offered to address any knowledge gaps. They are usually provided along with the 12-hour orientation, particularly for RPL Types 1 and 2, and are based on the need and relevance for the specific job role.

How are targets allocated for RPL projects?

Targets are allocated through different methods, including a Request for Proposal (RFP) process for Types 1 & 2, Expressions of Interest (EoIs) for Types 3B, 4, & 5, and direct allocation to District Skill Committees (DSCs) for Type 3A. Applications for target allocation are now closed.

What is the difference between RPL Type 3A and 3B?

RPL Type 3A involves demand mobilization through District Skill Committees (DSCs), where each DSC gets a set target for a job role. RPL Type 3B uses a Demand Aggregation Portal (DAP) for individuals to request RPL at available PMKK/PMKVY centers.

Can I get certified for any job role I want?

You can get certified for specific job roles that are accredited and approved by the relevant Sector Skill Councils (SSCs) under the PMKVY RPL scheme.

What happens after I get RPL certified?

Once you are certified, you receive a cash reward, accidental insurance cover, and a recognized skill certificate. This enhances your employability and can lead to better career opportunities and income.

How does the online assessment work for RPL Type 5?

For RPL Type 5, the assessment is done online and remotely proctored. This means you take the exam from your location, and it's monitored using video links and possibly AI support, without requiring a physical presence.

Is there any cost for candidates to participate in RPL Type 5?

Currently, there is no fee for registration, assessment, or certification for candidates under RPL Type 5.

What is the minimum number of participants needed for an online RPL batch?

For RPL Type 5, the minimum batch size for execution is just one candidate.
