Details

Looking to go solar and save on your electricity bills? The Phase-II of the Grid Connected Rooftop Solar Programme is designed to help residents and institutions in Jammu & Kashmir adopt solar power.

What Is This Scheme?

This initiative, brought to you by the Ministry of New & Renewable Energy (MNRE) and facilitated by the Jammu & Kashmir Energy Development Agency (JAKEDA) in the Union Territory of Jammu & Kashmir, focuses on increasing solar power generation from rooftops. The goal is to achieve a total capacity of 220MW, split between 20MW for residential projects and 200MW under the "Solar City Mission" for Jammu.

Who Can Benefit From This Scheme?

This programme is primarily for residential consumers and Group Housing Societies who have an electricity connection in their name and regularly pay their bills. If you own the roof space you intend to use, you can apply.

Why This Scheme Is Important

The main aim is to encourage the use of solar power across different sectors, including homes, institutions, government buildings, and businesses. It also helps DISCOMs (electricity distribution companies) play a key role in spreading solar energy, builds awareness, develops skills, and promotes sustainable business models. The initiative supports the national target of significantly increasing rooftop solar capacity, while also encouraging domestic manufacturing of solar components.

Objective

This programme, introduced by the Ministry of New & Renewable Energy (MNRE) with JAKEDA as the nodal agency in J&K, aims to achieve a 220MW capacity through residential and solar city projects.

    Eligibility Criteria

    1. Individuals who are residential consumers and Group Housing Societies are eligible to apply for installing a solar rooftop system.
    2. To be eligible, you must have an active electricity connection in your name and consistently pay your electricity bills. You also need permission from the property owner to install a solar rooftop system if you are not the owner.

    How To Apply

    1. Residential consumers and Group Housing Societies can apply for the installation of solar rooftop systems through the online portal.
    2. The application can be submitted via the national portal for rooftop solar: http://solarrooftop.gov.in.
    3. For detailed information on DISCOM portals, you can visit: https://solarrooftop.gov.in/grid_others/discomPortalLink.

    Documents Required

    • A copy of your latest electricity bill.

    FAQ’s

Can I apply if I am living in a rented house?

Yes, if you have an electricity connection in your name, regularly pay your bills, and have permission from the property owner to install the solar rooftop system, you can apply.

What is a grid-connected rooftop solar PV system?

It's a solar power system where the electricity generated by solar panels is converted from DC to AC using an inverter. This AC power is then fed into the main electricity grid.

What is the minimum warranty period for the solar system components?

Solar modules should be warranted for at least 90% output at the end of 12 years and 80% at the end of 25 years. Other components like inverters, wiring, and installation are covered by a warranty for a minimum of 5 years against any manufacturing or installation defects.

How much area is generally needed for a 1 KW rooftop solar system?

A 1 KW rooftop solar system typically requires about 10 square metres of clear, shadow-free space. The exact area might differ based on the efficiency of the solar panels and how they are positioned.

What are the main advantages of having a grid-connected rooftop solar system?

Key benefits include saving on electricity bills, using vacant roof space without needing extra land, quick installation, reduced transmission and distribution losses, improved grid voltage, long-term energy security, and helping to reduce carbon emissions.

Does a residential consumer have to pay the entire cost for subsidized solar projects?

No, you only pay the remaining amount after the eligible subsidy (CFA) is deducted from the project cost determined by DISCOMs. More guidance is available at https://mnre.gov.in/img/documents/uploads/file_f1610949591054.pdf.

How can I apply to get a solar rooftop system installed?

You can apply for installing a solar rooftop system by visiting the online portals of DISCOMs, which are listed on the national portal: https://solarrooftop.gov.in/grid_others/discomPortalLink.

What is the average cost for grid-connected rooftop solar systems?

The current benchmark costs for these systems can be found in the notifications section on the official solar rooftop website: https://solarrooftop.gov.in/notifications/view.

What is the general process for a beneficiary to install a rooftop solar system?

Interested beneficiaries can get solar rooftop systems installed through approved project developers or manufacturers. This is done after getting the necessary approvals from DISCOMs and ensuring the system capacity is within the limits set by the respective State Electricity Regulatory Commission or Joint Electricity Regulatory Commission.

What are the subsidy rates for residential solar rooftop projects?

Central financial assistance (subsidy) is available only for residential rooftop projects. For systems up to 3 kWp, the subsidy is 40% of the benchmark cost or tendered rates, whichever is lower. For capacities above 3 kWp up to 10 kWp, the subsidy is 20%. For Group Housing Societies/RWAs, it's 20% for capacities up to 500 kWp (capped at 10 kWp per house).

What are the government's targets for rooftop solar plant installations nationwide?

The Government of India aims to achieve 40,000 MW of Rooftop Solar (RTS) capacity by the year 2022. Tentative state-wise targets are available on the website.
