How To Apply

To apply for this scheme, your college needs to complete a few key steps:

  1. Form a Building Committee: First, the college must establish a Building Committee following UGC guidelines.
  2. Finalize Plans & Estimates: The Building Committee should pass a resolution detailing the project, including the building's name, type, area, cost per square meter, basis of estimates, schedule of rates, completion period, start date, and construction method. This needs to be supported by Rate Conformity Certificates, Detailed Estimates, Building Plans, and Project Certificates. All these documents must be signed by the Principal and a Qualified Engineer/Architect.
  3. Submit for Approval: Submit all the required documents to the University Grants Commission for initial project approval.
  4. Release of Funds: Once the plan and estimates are approved, 50% of the grant will be released. Subsequent installments (40% and 10%) will be released upon submission of required progress reports, utilization certificates, expenditure statements, and completion documents as specified by the UGC.

Documents Required

For Initial Project Approval

  • A list of members of the Building Committee, formed as per UGC guidelines.
  • A copy of the Building Committee's resolution. This should specify: College name, Building Project Name, Type of Building, Area (in square meters), Cost per square meter, Basis of Estimates, Latest Schedule of Rates, Project Completion Period, Likely Start Date, and Mode of Construction.
  • Rate Conformity Certificate and Abstract of Total Cost. These must be signed by a qualified professional from departments like PWD, CPWD, or any government entity, undertaking, autonomous body, or university. (Annexure –I)
  • Detailed Estimates, signed by the Principal and a Qualified Engineer/Architect. (Annexure –II)
  • The Building Plan for the proposed project, prepared and signed by a Qualified Engineer/Registered Architect, and countersigned by the Principal or Teacher-In-Charge.
  • Building Project Certificates. (Annexure-III)

For Release of 40% Grant (Second Installment)

  • Audited Utilisation Certificate. (Annexure-IV)
  • Audited Statement of Expenditure. (Annexure-V)
  • Progress Report of the First Installment, showing the current stage of construction. (Annexure-V)

For Release of 10% Grant (Completion Documents)

  • Revised Estimates showing the final cost, if there were any changes.
  • Audited Utilisation Certificate for the total project cost. (Annexure-IV)
  • Audited Income & Expenditure Statement. (Annexure-IV)
  • Audited Assets Certificate. (Annexure –VI)
  • Completion Certificate/Documents, signed by the Principal/Teacher-In-Charge or Vice-Principal, and a Qualified Engineer and/or Registered Architect. (Annexure-VII)
