Launched in May 2021 by the Defence Innovation Organization (DIO) under the Ministry of Defence, iDEX is all about fast-tracking innovation and technology development in critical defence areas.

  • 33.33% of the cost of production of planting material subject to a maximum of ₹ 3 per seedling for the General Category.
  • 75% of the cost of production of planting material @ ₹ 6.75 per seedling for SC/ST.

    Who Can Apply for the iDEX Scheme?

    What is a Product Development Budget (PDB)?

    The Product Development Budget (PDB) is the total estimated cost for developing a product, from concept to deployment. It includes both the SPARK Grant provided by iDEX and the Matching Contribution (cash, in-kind, and past expenditure) from the grantee. The PDB is divided into Prime Costs, Primary Overheads, and Secondary Overheads.

    What is 'past expenditure matching contribution'?

    This refers to the value of expenses a startup has already incurred on technology/product development activities before the grant is awarded. These expenses, if directly related to the project and within certain limits (generally less than 20% of the total matching contribution), can be counted towards the startup's contribution. This mostly covers capital expenditure or operating expenditure for core development activities.

    Can founder's salary be part of the matching contribution?

    Yes, the salary of founders/promoters working on the project can be included as an 'in-kind' matching contribution. There are specific guidelines on the amount and proportion that can be included, often capped at a certain monthly amount per promoter and a percentage of their total pay, and subject to negotiation and agreement.

    What is 'in-kind matching contribution'?

    This includes the monetary value of resources or services that the startup contributes to the project without direct cash payment. Examples could be the use of equipment, lab infrastructure, or intellectual property. The value is determined by fair market prices and must be supported by documentary evidence.

    Are there any limits on how SPARK grant funds are allocated?

    Yes, there are caps. For instance, a minimum of 75% of the SPARK Grant must be allocated to Prime Costs, and a maximum of 25% can go to Primary Overheads. No funds from the SPARK Grant are allocated to Secondary Overheads. The total SPARK Grant cannot exceed 50% of the product development budget.

    What is excluded from matching contribution?

    Any amount linked to the company's equity cannot be considered as matching contribution. Also, expenses not directly related to the specific iDEX-DIO project, or for the company's general business purposes, are not eligible.

    Can lab infrastructure costs be included in matching contribution?

    Yes, lab utilization costs can be part of the 'in-kind' matching contribution, especially if the infrastructure is not owned by the startup. If the startup owns the lab, a cost equivalent to the rental value can be considered, based on fair valuation for the duration of its use for the project. This requires documentation and agreement.
