The Directorate of Skill Development & Entrepreneurship, Government of Goa, has launched a thoughtful initiative to support the mental well-being of trainees in its Industrial Training Institutes (ITIs).

What Is This Scheme?

This scheme is designed to offer professional, youth-friendly counseling services to trainees who might be experiencing mental, physical, or emotional stress. It aims to create a confidential and supportive environment where trainees can openly discuss their anxieties, grievances, or any feelings of neglect, helping them to cope and think more positively.

Who Can Benefit From This Scheme?

The primary beneficiaries are the trainees studying in Government ITIs across Goa. Additionally, qualified professionals can apply for roles as Counselors, Supervisors, and Data Entry Operators to help implement this support system.

In today's demanding world, academic and personal pressures can significantly impact a trainee's mental health. This scheme addresses this by providing accessible counseling, helping trainees to manage stress, navigate life changes, deal with relationship issues, and overcome emotional difficulties like anxiety, depression, and trauma. Benefits

Water and Energy Audit Reimbursement

Reimbursement of 25% of the cost of water and energy audits.

Subject to a maximum of ₹1,00,000/- per unit during the validity of this scheme.

Energy Conservation Equipment Capital Reimbursement

Reimbursement of 40% of the capital cost incurred on the purchase of the equipment.

Subject to ₹10,00,000/- per unit.

A unit can avail this benefit multiple times, subject to the maximum ceiling mentioned above.

This benefit shall be in addition to benefits availed under State and Central Subsidy Schemes.

Maximum Benefit Cap Conditions

The total subsidy received by the applicant towards the purchase of the said equipment must not exceed 100% of the purchase value of the respective equipment.

For the purpose of calculation, total subsidy includes: Subsidy under this scheme + Any other Subsidy received from Government of Goa/Government of India + Interest subsidy received/receivable under any soft loan or low interest loan availed for purchasing the said equipment under any State/Central Government scheme.

Benchmark interest for calculating interest subsidy as received due to a subsidized rate of interest will be 10%.

Conditions

The benefits under this scheme are subject to budgetary allocation.

No Promissory Estoppel shall be applicable if benefits are discontinued because allocation is exceeded.

The applicant must allow and/or grant free access to any official authorized by the Directorate of Industries, Trade and Commerce for conducting inspection/supervision of the unit or registers or holding discussions with employed employees for ensuring proper utilization of the financial incentives/subsidies granted by the State Government.

Must be currently undergoing training in any Government Industrial Training Institute (ITI) under the Directorate of Skill Development & Entrepreneurship (DSDE) in Goa.

For Counselor Position:

Maximum age: 45 years.
Educational Qualification: A Regular Masters degree in Clinical/Counseling Psychology OR Masters in Social Work (MSW) with a specialization in medical and psychiatric.
Alternative Qualification: A Regular Graduation degree in Psychology (with 6 units), Social Work, or Home Science (Human Resources) from a UGC-recognized college, PLUS a Diploma in Guidance and Counseling from a recognized Institution.
Experience: Minimum 1 year of experience in Counseling.
Residency: Must possess a 15-year residence certificate for Goa.

For Supervisor Position:

Experience: Minimum 3 years of experience in Counselling.
