The Government of Assam has introduced a special honour called KARMASHREE - The Chief Minister's Award for Excellence in Public Administration. This award is designed to celebrate and reward government officials who go above and beyond in their duties.

What Is This Scheme?

KARMASHREE is an award presented to state government officers for their outstanding achievements. It focuses on two main areas: innovating in public administration and effectively implementing government schemes, policies, and programs. The goal is to foster a culture of excellence and reward those who make a significant difference.

Who Can Benefit From This Scheme?

This award is for individual government officers or groups of officers working within the State Government of Assam. It acknowledges their hard work and innovative approaches in their respective roles.

The KARMASHREE award, launched by the Assam Government, is a special recognition for state government officers who show extraordinary, exemplary, and innovative work in public administration and implementing government schemes.

Benefits

Under HSS, financial assistance to the extent of 90% of the cost of technological up-gradation items shall be borne by the Govt. of India while the remaining 10% shall be borne by the beneficiary.

Indicative List of Admissible Technology Up-gradation Items:

Pneumatic Jacquard System for a Set of 4 Handlooms; Motorized Jacquard on the Existing Handloom; Take-up & Let Off Motions on the Existing Handloom (Including Fitting Charges); Multiple Box Motion; Multiple Buti Weaving Sley; Twin Cloth Weaving Mechanism (Including Fitting Charges); Jacquard With Complete Set Including Installation; Dobby; Healds Reeds, Bobbins, Shuttles Etc. (Set); Frame Loom (Upto 60”, and Above 60”); Construction Workshed; Asu Machine (Manual); Asu Machine (Motorized); Warp Beam & Fabric Beam; Normal Warping Machine; Motorized Warping Machine; Motorized Pirn Winding Machine; Motorized Pirn- Cum Bobbin/ Dubba Winding Machine; Street Sizing Kit (Brush, Sticks, Spray Gun Etc.).

NOTE 1:The list of items is updated along with the cost norms on the recommendations of the Expert Committee.

NOTE 2:Weavers’ Service Centre (WSC) shall act as the lead agency in the purchase of technological up-gradation (looms/accessories) by the weavers from Empaneled Suppliers.

  8. Other Criteria: Any additional factors decided by the committees.
  9. Officers can apply as individuals or as part of a group. A group can have a maximum of 4 officials, including the main applicant.

Important Notes:

  • For awards related to implementing Priority Programmes, the nomination must come from a District or an Implementing Unit.
  • For awards focused on Innovation, nominations should come from a Department, Organization of the State Government, or Districts.

How To Apply

Applications are to be submitted online. Recommendations from the competent authority are necessary.

  • For officers working in districts, the Deputy Commissioner is the competent authority to recommend applications.
  • For officers working in Directorates, Commissionerates, or the Secretariat, the Director, the Commissioner, or the Senior-most Secretary of the concerned department can recommend the application.

Documents Required

When applying, please attach the following documents as prescribed in the portal:

  • A brief write-up (maximum 5 pages, A4 size) detailing the initiative. This should include information on the program, strategies used, implementation period, significant achievements and outcomes, positive impact, and sustainability.
  • Supporting documents such as:
    • Executive Summary
    • Field photographs (up to 10)
    • Flow chart showing the uniqueness of the initiative
    • Success story of the initiative
  • A CD containing a short film (3-5 minutes) that highlights the initiative or innovation.

Yes, it is required to submit a CD with a short film, lasting 3 to 5 minutes, that highlights your initiative or innovation.

Who can recommend applications for officers working at the district level?

For officers working in districts, the Deputy Commissioner is the competent authority to recommend applications.

Who is authorized to recommend applications for officers in departments like Directorates or the Secretariat?

The Director, Commissioner, or the Senior-most Secretary of the relevant department can recommend applications for officers working in Directorates, Commissionerates, or the Secretariat.
