Who Is Mahesh Kumar Khichi? AAP’s Newly Elected Mayor Of Delhi
Mahesh Kumar Khichi, a dedicated Aam Aadmi Party (AAP) councillor from Karol Bagh's Dev Nagar ward, has made headlines with his recent election as the Mayor of Delhi.
His victory on November 14, 2024, adds to AAP's growing influence in the capital's municipal governance, building on their landmark success in taking control of the Municipal Corporation of Delhi (MCD) in December 2022 after ending a 15-year-long BJP stronghold.

The Close Contest: A Marginal Victory Over BJP's Kishan Lal
In a closely fought election, Khichi defeated BJP's Kishan Lal, the councillor from Shakurpur ward, by just three votes. Of the 265 total votes cast, Khichi secured 133, while Lal received 130, with two votes deemed invalid. This narrow margin reflects the intense competition and polarized political environment within Delhi's local governance.
A Symbolic Victory for AAP and a Dalit Representative
Khichi's election has wider implications, not only as a win for the AAP but also as a moment of representation. Being a Dalit, his election as Mayor symbolizes AAP's commitment to promoting inclusivity and diversity within Delhi's political arena. This decision aligns with AAP's strategy to appeal to a broad spectrum of voters, including underrepresented communities in the capital.
Congress's Reaction and the Resignation of Sabila Begum
The election witnessed a political twist as the Congress party staged a walkout in protest. Congress argued that a Dalit mayor's tenure should be extended beyond the few months Khichi will serve before the next election in April 2025. Congress claims the brief term undermines the role and rights of Dalit representatives in leadership positions.
Additionally, Congress councillor Sabila Begum made headlines by resigning from her party's primary membership to support Khichi. Begum has had a dynamic political journey, previously aligning with AAP in 2022 before returning to Congress. Her decision to support Khichi over her party's directives highlights the shifting allegiances and complexities within Delhi's municipal politics.
Why a Short Tenure? The MCD's Rotational System Explained
Khichi's mayoral term will conclude in April 2025 due to the unique rotational system used in the MCD. Unlike a single five-year tenure, the mayoral post rotates annually among different categories to ensure varied representation. The first year is reserved for women, the second for open-category candidates, the third year for a reserved category (such as SC/ST/Dalit), and the last two years again for open-category candidates.
This year marks the third term since AAP's historic win over the BJP in the MCD elections, making it the year for a Dalit candidate. Khichi was chosen by AAP to fulfill this criterion, and though his term is limited, his leadership is expected to be symbolic of the inclusivity AAP aims to promote.
AAP's Challenges and the Way Forward
Khichi's tenure comes at a time when AAP faces several challenges in municipal governance, including pressure from BJP and other political adversaries in Delhi. Since taking over the MCD, AAP has aimed to tackle longstanding issues such as waste management, urban infrastructure, and basic services. However, delays in mayoral elections due to political standoffs have hindered progress on several initiatives.

As the new mayor, Mahesh Kumar Khichi's primary focus will be to address Delhi's pressing civic issues in the few months he has. Though his term is short, his victory has resonated with communities advocating for diversity and stronger representation.
