What Is 'MalbaPortal'? Delhi Govt Introduces For Construction Debris Tracking To Reduce Illegal Dumping

The Malba Portal in Delhi streamlines construction and demolition waste management by enabling online and QR-based requests, linking authorised transporters, and directing debris to approved centres. It supports the CD Waste Management Rules 2025, improving transparency, accountability, and waste routing toward recycling while reducing illegal dumping and pollution.

Delhi Municipal Corporation has introduced a new digital “Malba Portal” to handle construction and demolition waste. The system is designed to curb illegal dumping on roads and vacant plots by allowing digital waste pickup requests and tracking material movement from source to authorised collection or recycling facilities.

Mayor Raja Iqbal Singh launched the Malba Portal on Monday, saying it will make waste collection simpler and more transparent. Residents, contractors, builders and government agencies can raise requests online or by scanning a QR code, instead of contacting multiple officials or transporters separately.

Malba Portal process and tracking system

Once a request is logged on the Malba Portal, the software automatically links it with transporters registered by the Municipal Corporation. These transporters collect the debris from the site and carry it to approved collection centres or recycling plants, where the material is processed or safely stored.

Malba Portal and C-D Waste Management Rules 2025

Mayor Raja Iqbal Singh said, “यह पहल सिर्फ एक तकनीकी सुविधा नहीं, बल्कि साफ और हरित दिल्ली की दिशा में बड़ा कदम है।” According to Raja Iqbal Singh, the portal supports implementation of the C-D Waste Management Rules 2025, which will come into force from 1 April, and is part of wider preparation.

Raja Iqbal Singh explained that the digital system allows citizens to share responsibility for pollution control and sustainable development. By recording every pickup on the Malba Portal, officials can monitor waste flows, identify frequent dumping hotspots and act against violators under the new construction and demolition waste rules.

Malba Portal and construction waste challenges in Delhi

Municipal Commissioner Sanjeev Khirwar said that Delhi generates thousands of tonnes of construction debris every day due to rapid urban growth. Sanjeev Khirwar stated that the Malba Portal would increase accountability and transparency in waste collection, and help reduce dust pollution caused when rubble is dumped on streets or open land.

Officials added that the Malba Portal makes tracking of each debris load easier, from pickup to final destination. With better routing towards recycling plants, more construction and demolition waste can be converted into usable material, supporting cleaner neighbourhoods and aligning daily operations with Delhi’s long-term environmental goals.
