On Monday, Delhi's air quality remained in the severe category, prompting the Singapore High Commission in India to issue a safety advisory for its citizens. The advisory cited the Graded Response Action Plan Stage 4 measures activated by the Indian Central Pollution Control Board on December 13, 2025, and warned of flight disruptions due to low visibility at Indira Gandhi International Airport.

Amid rising health concerns and thick smog, the Singapore High Commission in India issued a safety advisory for its citizens living in Delhi NCR, urging them to follow local guidelines and take necessary precautions.

Singapore High Commission Cites GRAP Stage 4 Measures

The advisory was shared through the Singapore High Commission's official X handle, highlighting that India's pollution control authorities have activated the strictest measures under the Graded Response Action Plan.

"On 13 December 2025, the Indian Central Pollution Control Board invoked Stage 4, the highest level, of the Graded Response Action Plan (GRAP) in the Delhi National Capital Region. Under GRAP Stage 4, construction and industrial activities are heavily restricted, and schools and offices are encouraged to shift to hybrid format," the post stated.

As per data from the Central Pollution Control Board's Sameer app, Delhi's overall Air Quality Index stood at 437 at 2 pm, with all monitoring stations in the city recording AQI levels above 400.

Health Advisory for Residents and Vulnerable Groups

The High Commission noted that the Delhi government has advised residents to limit outdoor movement due to the severe pollution levels. Special caution has been recommended for children, elderly people, and individuals suffering from respiratory or cardiac ailments.

It added, "In this regard, the High Commission urges Singapore nationals in the Delhi National Capital Region to pay heed to this advice."

The advisory also encouraged the use of masks when stepping outdoors and staying indoors as much as possible to reduce health risks caused by prolonged exposure to polluted air.

Flight Operations Likely to Face Disruptions

Low visibility caused by persistent smog has also begun impacting air travel in and out of the national capital. The High Commission cautioned travellers about possible delays and cancellations at the Indira Gandhi International Airport.

"We also note that given the low visibility, flights to and from the Delhi National Capital Region are likely to be affected. The Indira Gandhi International Airport and several airlines have issued advisories. Travellers should take note of this and check with the respective airlines for updates," the statement said.

Authorities reported that more than 400 flights have been delayed so far, along with 61 cancellations and five diversions affecting both domestic and international operations.

Understanding AQI Levels and Current Situation

According to the CPCB, air quality is classified as moderate between AQI 101 and 200, poor between 201 and 300, and very poor between 301 and 400. Any reading above 400 falls under the severe category, while AQI levels of 450 and above are termed severe plus. An AQI of 500 is considered seriously dangerous.

With Delhi experiencing its third consecutive day of severe air quality, thick smog continues to blanket the city, prompting foreign missions and authorities to issue advisories while mitigation efforts remain in force.
