Political Stakes

Currently, the MCD comprises 116 BJP councillors, 98 from AAP, 15 from the Indraprastha Vikas Party (IVP), 8 from the Congress, and 1 independent. The BJP is aiming for a clean sweep to reach 125 seats, securing a majority ahead of mayoral polls. Meanwhile, AAP is highlighting voter dissatisfaction over civic services such as cleanliness and sanitation. These bypolls are seen as a key indicator of voter sentiment following BJP's assembly election gains.

The 12 wards going to polls include Greater Kailash, Shalimar Bagh B, Ashok Vihar, Chandni Chowk, Chandni Mahal, Dichaon Kalan, Naraina, Sangam Vihar A, Dakshin Puri, Mundka, Vinod Nagar, and Dwarka B. Eleven of these vacancies arose after councillors were elected to the Delhi Assembly, including Chief Minister Rekha Gupta, who previously represented Shalimar Bagh B. The Dwarka B seat has remained vacant since 2024, following the election of former councillor Kamaljeet Sehrawat to Parliament from West Delhi.

In the Shalimar Bagh B ward, the contest is between BJP's Anita Jain and AAP's Babita Ahlawat.

Party Expectations

Both the BJP and AAP have expressed confidence about their performance. Delhi BJP spokesperson Praveen Shankar Kapoor said, "BJP is all prepared and confident for tomorrow's MCD bypolls. People expect performance from us, and we will deliver. We expect a grand win on the basis of our Delhi government's and MCD's performance."

AAP leaders echoed similar optimism, citing public dissatisfaction with BJP-led governance. "Public feedback shows clear dissatisfaction with BJP and a demand to restore AAP's accountable governance. We expect to win a majority of these seats as residents have noticed a steep decline in cleanliness, sanitation, and basic civic services over the past nine months. Voters see AAP as the only credible choice," party officials said.

However, AAP faced a minor setback when former two-time MLA Rajesh Gupta joined the BJP, claiming he was undervalued in the party. Delhi AAP president Saurabh Bharadwaj stated that Gupta sought a councillor ticket for his wife, which the party could not accommodate, and wished him well.

Congress is also aiming for gains in these bypolls. Delhi Pradesh Congress Committee president Devender Yadav said, "Voters are disillusioned with both BJP and AAP. We are fully prepared for the MCD by-elections, and in the past month, Congress workers have worked tirelessly across all 12 wards. People are looking at Congress as a credible alternative for the future."

Polling Arrangements

The Delhi State Election Commission (SEC) has made extensive arrangements for polling day. DTC bus services will begin at 3:00 AM, and Delhi Metro services will start at 4:00 AM on both polling and counting days. Night bus services on 28 routes will continue uninterrupted, and the last metro will depart at 11:30 PM from all terminal stations.

Voters can use the "Nigam Chunav Delhi" mobile app to check real-time queue status, locate polling stations, view candidate details, and verify their names on the electoral roll. The app also provides wheelchairs, assistants, and pick-up and drop-off services for eligible voters.

"The commission has redesigned the Voter Information Slip with a new QR code for BLO authentication and included important instructions on the back. Home voting facilities have been extended for disabled voters and those above 80 years of age, helping them exercise their franchise with dignity and comfort," an SEC official said.
